Emergncy Response and Supervision and Managment Plan for the Ethylene Incident and Its Surrounding Areas in Kaohsiung

Qianzhen District, Kaohsiung City found high-concentration ethylene gas next to the Aboriginal Story Hall in September 2020, and conducted high-resolution investigations and emergency response measures for the emergency site; in addition, it monitored other sites and implemented a rolling management mechanism etc., the Environmental Protection Bureau of the Kaohsiung City Government commissioned Jetpro Technology to handle the "Kaohsiung Ethylene Incident Emergency Response and Surrounding Site Supervision and Management Plan" (hereinafter referred to as this plan). In this project, 4 sites in Qianzhen District and Lingya District will be controlled by grade and zoning, and the progress of the management sites within the jurisdiction is generally in line with (see Chapter 5 for details). The main pollution hot spots and depths (see Section 3.4 for details), the identification of chlorine-containing pollution shows that the main pollution source of this site is E-02 (E01304); Section 3.7). The emergency response strategies of this project are "recovery at high concentration areas" and groundwater "containment at polluted boundaries" (section 4.3). "High-concentration area recovery" operation has recovered 5,345 ton of high-concentration pure phase in this project; "contamination boundary block" is to set up a groundwater circulation system at high-flux areas with chemical addition and groundwater effectiveness monitoring, and concern about pollutant removal during the project. The rate of pollution is more than 99% (sections 4.4 and 4.5). Based on the results of the assessment of pollution flux, the pollution flux of this site has been reduced and the spread of pollution to the outside of the site has been reduced. This project uses the EPA health risk assessment system to conduct the first-level risk simulation, and has reached acceptable carcinogenic and non-carcinogenic risks (section 3.6). In addition, on the north side of the strain site, a 24-hour continuous gas detector is set up to control the flammable gas concentration in the surrounding environment (section 4.6).
